Biography :

Dr. T. Dileep Kumar, age 72 years old, is a prominent visionary Indian nurse leader, his vision, commitment, dedication in development of nursing profession and Indian Nursing Council missions continuously for 49 years led to the advancement in nursing education and service, nurses and midwives being competent, having better quality of life and safety working environment, and nursing and midwifery is recognized as a stronger pillar of healthcare.

 

Dr. T. Dileep got Diploma in General Nursing and Midwifery, Certificate in Psychiatric Nursing specialty, Post Basic Bachelor of Science and Master of Science in Nursing. He received Honorary Doctoral Degree from University of Tumkur, Karnataka, India. Dr. T. Dileep started his career as a staff nurse, Nursing Tutor, Nursing Superintendent, Deputy Nursing Advisor and Nursing Advisor (Chief Nurse Officer of the Country) for the Government of India, Ministry of Health and Family Welfare and has been the President of Indian Nursing Council (INC) since 2000 to present, a total of 23 years with many important accomplishments.

 

Increased investment in nursing: When Dr. T. Dileep was a Nursing Adviser to the Government of India (GoI.), he successfully worked with the Government to increase the budget from USD 16 million to USD 620 million for the 5-years Plan. This was the highest amount of budget allocated to nursing and midwifery. This increase investment responds to the 75th World Health Assembly Resolution that urged the Government of the Member States to increase investment in nursing and midwifery. Dr. T. Dileep also, was able to upgrade and shift the Nursing Section from under Directorate General of Health Services to the Division of Nursing under the Ministry of Health & Family Welfare (MoHFW). By working closely with the high authority of the MoHFW, this led to direct channel of communication and decision between Nursing Advisor and policymakers/bureaucracy in MoHFW in response to nursing issues, thereby cutting short the timelines. In addition, he was also able to get fund to construct 400 residential quarters for nurses working for GoI in Delhi.

 

Strengthening INC at the state and national levels and solving nursing shortage: Since India has State Nursing Council (SNC) responsible to regulate standard of education and practitioners in its own State. To ensure the alignment and coordination of work, Dr. T. Dileep circulated all rules, standards, guidelines to all SNCs, conducted regular meetings and visited the SNCs as well as supported the State Nursing Cells in working with State Health Ministry for capacity building of SNCs and for the State Health Ministry to increase  budget for SNCs.

 

To solve problem of nurses’ shortage, in the year 2016, Dr. T. Dileep initiated the project on Nursing Registration and Tracking System or Live Registration with Digital Format to have actual number of the current number of nurses working in the country. This data is crucial for nursing workforce planning at the district, state, and national levels. So far, 1.1 million nurses’ data have been captured linking with Unique Country Identity.  He also established Continuing Nursing Education (CNE) program in MoHFW and in INC to ensure that all nurses attended CNE to update on new knowledge and practice techniques and license renewal every 5-year is linked with CNE units.  With the span of work in INC Dr. T. Dileep purchased INC Building from the INC fund only. At present INC has 65 staffs and use latest information/communication technology to communicate with state nursing members and facilitate the office work and meetings.  He also initiated nursing and midwifery regulatory reform  in 2018. After long deliberation, the Parliament has passed the Bill in 2023. This will go long way to strengthen nursing education, services, and standard of nursing and midwifery profession in India.

 

Strengthening the quality and advancement of nursing education: Dr. Dileep has guided the INC to reform nursing education such as  phasing out 3-year General Nursing and Midwifery program to 4-year Bachelor of Science in Nursing, revising the standards of nursing and midwifery education to be competency-based curriculum, introducing concepts of community health officer in the B.Sc. program to prepare nurses who are being posted at sub-centers in rural areas to contributing to Ayushman Bharat Government program.  He also worked with JHPIEGO to strengthen pre-service nursing education through the establishment of National Nodal Centers. Under his leadership in the last two decades, there is an increase growth in the number of schools and programs to produce auxiliary nurses and nurse-miwives at baccalaureate level. Meanwhile to ensure the standard and quality of nursing education, he developed the Quality Assurance Model as well as strengthening the recognition process and assessors of nursing schools. In preparation of nursing students’ skills before providing care to real patients and in response to the digital era, Dr. T. Dileep collaborated with partners such as JHPIEGO, LADERAL and SGT. in established the “State of the Art National Reference Simulation Centre” in Delhi, including the skill building training course on Simulation Training on Nursing and on Midwifery for faculty members from many nursing institutions all over the country.

 

Dr. T. Dileep realized the need for nurses to have advanced knowledge and skills to meet country and global health challenges and contribute to the SDGs, he encouraged the schools to open more specialty programs at the Master’s level, such as the Nurse Practitioner Program in Critical Care, Nurse Practitioner Program in Midwifery to reduce neonate, infant and maternal mortality rate to support SDG goal 3. In order to maintain nurses in the service while studying for higher degree, he converted nursing specialty programs into Residency Program where nurses can learn and earn money.

 

Dr. T. Dileep saw the needs to have nurses with doctoral degree in nursing to improve quality of nursing education, research, and service. With the support of the World Health Organization and Thailand Nursing and Midwifery Council, he initiated the “National Consortium for PhD in Nursing” by pooling qualified teachers from Faculties of Nursing to teach in the program under INC management. As of today 193, graduated and 431 scholars are ongoing.

 

Raising Indian nursing image and recognition at the national and international levels: With his vision to recognize good nursing personnel and raise nursing image. Dr. T. Dileep initiated the “Florence Nightingale Award” as a national award for nursing personnel. The ceremony is held on 12th May every year since 2007 and is presided over by the President of India at the President’s Office. Dr. T. Dileep  was a member of WHO Global Advisory Group on Nursing and Midwifery, was in a group of Indian delegates to attend the South-East Asia Regional Committee Meetings, the World Health Assembly  and regularly attended the World Health Organization Regional Meeting on topics related to nursing and midwifery. Dr T. Dileep also collaborated with International Council for Nurse (ICN) in various activities including being speakers in ICN forums at regional and global levels such as ICN Congress in Montreal in July 2023. As speaker he not only shared his vision about nursing issues, and profile of nursing in India but also introduced nursing in India in global platform to raise professional image. With his efforts, INC has become a member of ICN in the year 2011.

 

Dr. T. Dileep signed an agreement with many international organizations for education and professional collaboration such as, with Singapore to facilitate the mobility of registered nurses from India and Singapore, with University of Houston, USA to enhance faculty and students experience in the areas of education and research including Doctor of Nursing Practice, with the Government of the United Kingdom of Great Britain and Northern Ireland for collaboration on health care workforce around the recruitment and training,  with the BRICS Nurses Association to work with BRICS countries in the area of nursing and midwifery.

 

     It is noteworthy that Dr. T. Dileep Kumar has dedicated his working life in advancement nursing education, service and profession, facilitating better quality of life and safety working environment of nurses and midwives and leading nursing and midwifery to become an important pillar of healthcare in India.  Therefore, the Board of Trustee of the Princess Srinagarindra Award Foundation under the Royal Patronage unanimously resolved to award Dr. THIMMAPPA Dileep Kumar the recipient of the Princess Srinagarindra Award for the year 2023.
